Position Title: Head of Port Regulations
Business Division: Industrial Cities

Primary Purpose of the Job:

  • Identify and recognize the risks relating to maritime operations and devise and develop comprehensive Port Rules and Regulations. Manage the implementation, monitoring and assuring compliance with the Rules & Regulations by all vessels coming to Port, berths and port limits. Continuously assess and conduct risk analysis reviews of the regulations to recommend improvement in operational plans and quality management.
  • Administer the enforcement of Qatar Maritime Laws, Regional laws and International Maritime conventions, protocols and guidelines governing marine vessels including the ISPS Code and Port State Control requirements.
  • Directly supervise and coordinate the Port Department's activities relating to procedures for maritime safety & security, maritime administration, marine pollution response planning and Quality systems implementation and operation.

Education:

  • Class 1 (Deck) Master Mariner Certificate with minimum 2 years command experience.
  • OR Degree in Maritime related subjects (Port Management, etc.)

Experience & Skills:

  • Expert working knowledge of Maritime Law and Maritime Business
  • Fully familiar with International Maritime Conventions (SOLAS, MARPOL, STCW, etc.)
  • Extensive knowledge of marine legislation, seaport rules, regulations, policies, practices and procedures pertaining to vessel movements and cargo operations activities.
  • Certification and experience in Quality Management Systems procedures. Relevant certificates in Pollution Control, Advanced Fire-fighting, Safety and Safety management courses.
  • Advanced skills in organization, co-ordination and computer knowledge are essential.
  • Minimum 5 years previous experience in Port management, Pilotage or Ship Superintendence.
