Position Title: Strategic Qatarization Specialist
Business Division: Administration and Clerical

Primary Purpose of the Job:

  • Support all participating companies in Qatar's Energy & Industry (E & I) Sector Strategic Qatarization Plan (SQP) through advice and consultation, to realize a consistency in Qatarization across the Sector.
  • Provide strategic Qatarization consultation to Sector company executives and senior managers in formulating the visions and incorporating strategies, some without precedence, and appropriate best working practices into company SQP's.
  • Manage the Energy & Industry Sector Strategic Qatarization Plan and the Annual Qatarization Awards Program (for Companies).
  • Join the Chairman, or where necessary, individually liaise at the senior level with representatives from Qatar's educational community, ministries, agencies and private sector institutions.
  • Support the Chairman in organizing applicable meetings, such as the Steering Committee and the Annual Qatarization Review Meeting.


  • Bachelor degree holder.

Experience & Skills:

  • Consultancy competence to external partners.
  • Knowledge and practical experience of Qatari development and career planning practice and procedure at the senior level – min. 5 years.
  • Knowledge and experience in organizing multi-company events.
  • Excellent English communication skills – written, oral and presentation.
  • Confidentiality, sensitivity, maturity, politically astute.
  • Tact and diplomacy.
  • Influence, negotiate and effect change through others to ensure a win-win outcome.
  • Ability to deliver presentations.
  • Practical strategic thinker.
  • Ability to interpret strategy into practical procedure and guidelines.
  • Creativity – "thinking outside of the box".
  • Initiative.
  • 15 years relevant experience, including practical hands-on experience, at the management level as an HR practitioner (min. 5 years), with a sound understanding of training/development practices (min. 5 years), and practical experience of Qatari development and career planning at the senior level (min. 5 years).
