Position Title: Senior Budget Accountant (Capital Projects)
Business Division: Finance and Accounting

Primary Purpose of the Job:

  • Leads the capital budgeting process in all its dimensions in order to improve related processes and procedures that results in cost optimization and efficiencies for all stakeholders. 
  • Timely and accurate completion of the annual budget exercise in accordance with corporate policy & procedures and management guidelines. 
  • Effectively manages the preparation, reporting, monitoring and control aspects of Corporation’s Capital Expenditure. 
  • Review and approve the evaluation of the economics and financial viability of all the Capital Projects in compliance of major capital project procedures and Corporate Strategic Business Plan by Departments. 
  • Organize and conduct internal budget discussion meeting, preliminary budget focal point meeting and budget holder meeting in line with the Budget Preparation Guidelines and Timetable for the timely and objective finalization of Capital Budget. 
  • Review and approve Budget revision and Supplementary Budget/AFE. 
  • Initiate or conduct regular meetings with the relevant Directorates/ Departments throughout the project life cycle right from project initiation until completion. 
  • Ensure that Capital projects completed are capitalized in a timely manner in coordination with Assets section. 
  • Review existing polices and procedures related to capital projects and take a lead role in initiating, updating and finalization of related policies and procedures with relevant QP departments. 
  • Ensure that there is a strict adherence to company’s policies and procedures, delegation of authorities in relation to all the stages from initiation to completion of capital projects and request for justifications for deviations.


  • Bachelors Degree 
  • An internationally recognized professional accounting qualification such as ACA, CPA, CMA or ACCA is preferred

Experience & Skills:

  • At least 10 years' of  management accounting, capital budgeting, financial modeling experience with a minimum of 5 years in a supervisory position, preferably in an international or regional oil company
